EMV was established in July 2014 and plays a key role in implementing the Victorian Government’s emergency management reform agenda. Other recognised agencies include: Ambulance Victoria (AV), Victoria Police (VicPol), Country Fire Authority (CFA), Fire Rescue Victoria (FRV) and Victoria State Emergency Service (VICSES).
In addition, Victoria’s State Emergency Management Plan (SEMP) came into effect on 30 September 2020. The SEMP replaced various sections of the Emergency Management Manual Victoria (EMMV), and provides arrangements for an integrated, coordinated and comprehensive approach to emergency management at the state level.
Relevantly, the SEMP (and previously the EMMV) sets out LSV’s updated role and responsibilities in the state’s emergency management activities, including in the broad areas of Mitigation, Response (including Relief), Recovery and Assurance and Learning.
LSV’s mission is to prevent aquatic related death and injury in all Victorian communities, and having LSV’s responsibilities set out in the SEMP is a key aspect to LSV achieving its mission, and the important role LSV plays across Victoria and in emergency management.
With 500 staff and 38,000 members representing lifesaving clubs, affiliated pools and aquatic facilities, LSV provides a range of services from prevention, first response and recovery activities. LSV also works closely with communities, educational institutions, government agencies, businesses and the broader aquatic industry, to achieve our water safety mission.
